Kang Meng Chow |
For over 20 years, Meng-Chow has been a strong global advocate and contributor towards cybersecurity standards, professional developments, management practices and policy formulation.
He established our first security standards committee in 1998, co-founded the RAISE Forum in 2004, and in 2006, became the first Convenor for the inaugural ISO Security Services Standards Working Group leading the publication of numerous ISO standards on cybersecurity. In 2012, he pioneered the world’s-first Multi-tier Cloud Security Standards—a cornerstone for security assurance of cloud service providers in Singapore and the financial sector in Korea. More than 120 cloud services and 20 of the top global CSPs have been certified against this standard since 2013.
His work in (ISC)² board and advisory roles and more recently, as member of its global diversity task force, has influenced the growth and practice of cybersecurity profession across its 167,000 members and associates worldwide.
As author, Meng-Chow’s book and commentaries on “Responsive Security”, and lectures as adjunct Associate Professor at NTU, has helped to raise the importance of security readiness in enterprise among practitioners and academia alike.
As member of the MAS International Cybersecurity Advisory Panels, and a GovTech Smart Nation Fellow on Cybersecurity, his experience has helped shape the cybersecurity policy landscape in Singapore.

Jenny believes she deserves this award for constantly creating opportunities for people to be educated and equipped with technology risks and cybersecurity skills and knowledge. Her versatility has empowered individuals, from students to professionals to homemakers to career switchers, making complex subjects easier and fostering stronger safety nets in our social and work environment. Moreover, her leadership in this field and continual progression of the ISACA SG Chapter’s commitment to advocate digital trust has been evident. This award is a responsibility, and it inspires her to further develop herself in this domain and hope she can be the role model to inspire more women to enter this domain.

Ken Soh Lee Meng |
Ken believes his warm and well-balanced approach to people has helped him aplenty in being not just a manager but a natural leader. With that, He has since successfully mobilised the transformation of a listed SME’s Group IT department into a profitable cyber security consulting outfit with customers from Singapore, APAC and Europe. Alongside servicing the industry, he found fulfilment in serving the community. For example, in leading non-profit trade association such as the SGTech Cyber Security Chapter; and being an avid contributor with more than 250 invited thought leadership speaking and papers, consultative industry and mentorship activities.

Lim Zhi Wei, Eugene |
Eugene made significant achievements in his work as a Senior Cybersecurity Specialist in GovTech Cybersecurity Group. He proposed, prototyped, and developed a whole-of-government code scanning initiative to prevent repeated vulnerabilities and scale findings from penetration tests and vulnerability disclosures from the public. He produced sterling penetration tests and security research that improved the security of several government agencies and systems.
As a member of several professional and community organisations such as Division Zero and Singapore Computer Society, Eugene has conducted technical sharing sessions at community building events to uplift the profession in Singapore. For example, he spoke at the Div0 x AiSP Software Security Knowledge Exchange on offensive reverse engineering in 2021 and the (ISC)2 Singapore Chapter Technology Sharing Webinar in 2022. As a committee leader of the Div0 Bug Bounty Quarter, he has organised several talks for the community by inviting expert speakers as well as contributing his own talks on technical topics.
Eugene is a well-known figure on the international cybersecurity stage, having spoken at top global cybersecurity conferences such as Black Hat USA (2020, 2021, and 2022) and DEF CON (2021 and 2022). He also spoke at top regional conferences such as GISEC in Dubai, THREAT CON in Nepal, and BSides Ahmedabad in India, and ShmooCon in the US. As such, he is recognised as a top security researcher from Singapore.

Chua Zheng Da, Edwin |
Edwin spearheaded flagships events, including the NYPxCSA Youth Cyber Exploration Programme, which has empowered over 200 secondary school students to support Singapore's future cybersecurity talent pipeline by engaging with youth at pre-tertiary level. Edwin is also a key member of the Lag and Crash initiative, a competition organised by the local polytechnic cybersecurity interest groups. He led the system administration team in the hosting of the infrastructure and providing technical support throughout the competition.
